The Future of Greek Industry Project
During the 1994-1997 period, Dr Christos Pitelis coordinated a large-scale project at the Ministry of Development in Greece, entitled "The Future of Greek Industry". The project involved a large and complex set of actors, including the major representative associations of industrialists, labour and small and medium-sized enterprises, as well as the Greek government and the European Commission. Among others, the project led to the first post-war document in Greece, agreed by the social partners, entitled A Consensus-based Industrial Strategy for Greece. It also included the first European nation-wide programme for cluster diagnosis and upgrading.
The work, totalling 49 volumes, and its summary-position paper on Greek competitiveness, was hailed by the then Secretary of the State for Development, Dr Vasso Papandreou, as the foundation of the Greek Competitiveness Strategy, year 2006. Fifteen years on, many of the proposed measures have not been implemented or are now in the process of implementation. In part, this helps explain the emergent gap of the Greek structural competitiveness. In addition to its historical value however, the proposed measures and ideas are still of value, both to the Greek economy, but also for the recent debate concerning the challenges on European competitiveness and growth.
